I am the Landlord of 148 Manor Road, Cogges, OX29 3SS. The street light (no. 21), as shown in the attached google maps screen shot, has become entirely enveloped by the conifer tree growing at the foot of the street light. It is now not possible to see 99% of the street light, with only the tip of the actual lamp being visible. Thus causing the area to be darker than it should be and resulting in an increased security and safety risk. I have previously raised this matter with the Oxfordshire Highways Agency, whom have denied responsibility. I was passed to WODC, whom also denied responsibility. I was then asked to contact Witney Town council, who again denied that it was their responsibility. I am very frustrated at continually being passed round the council groups, and beginning to wonder who will take responsibility?? Having spoken to a member of the OCC Street lighting team this morning, I have been asked to resubmit the issue for consideration. I have also attached a screen shot from the following website, https://www.oxfordshire.gov.uk/ residents/ roads-and-transport/ street-maintenance-z/ street-lighting. This appears to confirm that the issue is the responsibility of OCC; whether they instruct the land owner to remove or cut down the tree, or themselves OCC take on the work. That appears very clear to me. As the tree is directly impacting part of the OCC Street Lighting infrastructure I would be grateful if you could see that this is brought to a successful resolution. When you spoke to the owner / occupier of the property whose front lawn this is (and out of which this (planted) conifer is growing to create the nuisance), did s/he refuse to deal with it ? Most neighbour nuisance issues can be resolved via a "solicitors letter" ?

For the benefit of OCC, this is very much not a "neighbour nuisance" issue or dispute. The conifer in question is directly impacting on part of the OCC Street Light infrastructure, as such, it is the responsibility of OCC to ensure the lighting is maintained in a fit and functioning manner and to resolve any issues that arise, such as this.

Please find attached two images of the tree that has enveloped the street light, thus entirely obscuring any light from it. The second image, with the red ring, highlights the very tip of the light which is now barely visible. These were taken on the 21st JAN 2020.
