No maintenance of hedgerow on crown lane backing onto 32d High Street

Hello, could you confirm who is responsible for maintaining the hedgerow on Crown Lane in Dorchester please. Crown lane is an adopted road yet no maintenance takes place on the road. We live at 32d High Street, the rear wall of our garden runs parallel with Crown Lane. We have lived at the property for 7 years and during that time no maintenance has taken place. Our boundary is the closest property to the hedgerow even though the issue is over our garden wall, are we allowed to maintain the hedgerow or is this the responsibility of either OCC or someone who lives on Crown Lane even though they are not the closest boundary and do not own the land? The house you can see in the photos behind the hedgerow is not our house, this is on Crown Lane but our boundary is closer - they live the other side of Crown Lane so our wall is the closest boundary to the hedgerow.
