Unauthorised Xmas lights with unsafe electricity supply on Wallingford Bridge

Sent to Oxfordshire County Council and South Oxfordshire District Council less than a minute later
A Wallingford individual has installed Christmas lights on Wallingford Bridge without any permissions, safety audit or insurance. The electricity supply runs from his house with a domestic lead, goes under the bridge through the water & into a green box. He is not to my knowledge a qualified electrician. Approximately half the bridge is illuminated. This installation affects the public realm and is a hazard on several counts.
