Vehicle activated sign not working and partially blocked by hoarding

The Vehicle Activated sign on the entrance (southbound) to Bampton has not been working for some time (we moved here 9 months ago and we have never seen it working) and has been partially blocked by the Tannery Gardens new homes sales board. The speed of traffic entering the village (even with a traffic calming restriction) is often well in excess of the 30mph limit. Given the close proximity to a Doctor's surgery, Primary School and new retirement homes this is unacceptable. The sign needs repair or replacement (in line with the newer signs in neigbouring villages). Ideally there needs to be one pointing southwards as well (or a prominent limit reminder displayed) as the speed of traffic leaving the village from Church View northwards is generally well above the limit.

This is still not working - when will it actually be fixed as it has not worked for well over a year? The parish council pay for traffic calming to be installed generally in Bampton as there are no CC funds, a developer disconnects etc for building work and no-one puts it right?
