Road surface not fit to walk on

Sent to Oxfordshire County Council and West Oxfordshire District Council less than a minute later

At the bottom of the hill, water has drained down exposing huge rocks. My 87 year old mother is too scared to walk up it now for fear of falling. The road is is used by horses and farm vehicles which over time have loosened the top layers. She can no longer safely walk her dog yup the lane. It has been getting progressively worse for years. Would it be possible to get the lover part resurfaced so people can safely walk on it? I don't have any photos at present but will send some when i next visit.
