New lowered kerb dangerously no low enough

Appox at 117 Kennington Road, new lowered kerb installed by Thames Water when finishing the supply pipe to the new flats (NB see Council ref: ENQ20864922 about the footway being left in poor condition). The lowered kerb is up to 7cm tall, just where cyclists entering the new flats driveway will be mounting the kerb at a shallow angle and will probably throw them off their cycles, rendering it extreamly dangerous for cycle users. The kerb needs lowering as low as possible (but I think regs for whire stick users say 25mm kerb shouild not be flush (0mm upstand)?). Also, can you check the cross fall of the new footway, have they built the private fore court too high, so the cross fall is too much for regs/wheel chair users. I appreciate you didn't fit the kerb, but Thames Water or their contractors, but it needs to be made safe.
