No cats eyes on resurfaced section of unlit road

The section of road from the Witney bypass to Barnard gate was resurfaced months ago but no cats eyes have ever been replaced on this unlit road. It is a major trunk road and it is impossible to see the road in the dark and wet weather when driving towards headlights. When will the cats eyes be replaced. This is an accident black spot and urgent with darker days approaching
