Blocked by debris in humber ditch

This is humber ditch at the back of the properties in Palmers which joins the property of Charlton Primary school. The flow of the ditch is being prevented at this point shown in the above photos just after where it leaves the school boundary. the ditch school side is clear but beginning to rise at a reasonable rate, if allowed to continue to do so, not only will it flood the woodland but have a knock on effect to all the residents of Palmers that back onto the ditch. These woodlands are used by the school and managed by myself. Please can this be highlighted with some urgency as given the seasons that are nearly upon us this will be a regular issue and have a huge environmental impact on the woods and endanger Palmers residents property. This problem was resolve, i am assuming by local residents, as i was contacted about the problem, shortly after it had been cleared. it was followed up to ensure a resolve was found. There does however remain a large concrete tube that will break free again in time to come and eventually re-block the brook. This does need removing and will need the correct authorities to do so as i would imagine it will need breaking and removing due to its weight & size.Thank you to those that did actually clear it, we are extremely grateful. :-)
