Disabled Access to NCN 5 in Central Abingdon

: At the junction of Lombard Street turning left into East St Helens Street in central abingdon is a cyclists dismount sign so that cyclists don't ride against the traffic on this short section of one way street to the to of bridge street. I'm a paraplegic cyclist on a recumbent handcycle and am unable to comply with this and thus forced to cycle the wrong way up the one way street. I believe that the lack of provision of this infrastructure to for all types of cyclist and all types of bikes is contrary to your responsibilities under the equalities act. I'd like to formally request an Equalities act assessment of this specific road. Local Transport Note 1/20 published by the DfT would seem to be strict in that provision of infrastructure should be accessible to all and that provision for cycling against the flow of traffic must be provided for cyclists such as myself.

The cycle route you are referring to is part of the National Cycle Network which has been created by Sustrans. This route is promoted by Sustrans and is therefore not the responsibility of Oxfordshire County Council (OCC).
OCC has previously looked at improving East St Helens Street for cycle provision. One solution was to provide a contraflow cycle lane. However, it was deemed unsafe due to road space constraints and HGV usage.
OCC is committed to be carbon neutral by 2030 and this includes promoting active travel such as walking and cycling. Therefore, OCC is looking to produce a Local Cycling and Walking Infrastructure Plan (LCWIP) for Abingdon. The Abingdon LCWIP will look to identify cycling and walking improvements in Abingdon, of which East and West St Helens Streets will form part of this study.
