Highway boundary?

Sent to Cherwell District Council and Oxfordshire County Council less than a minute later
I am a childminder and allow the children in my care to walk along my next door neighbours kerb stone to keep them safe, see photos. On Thursday 15th October the two little ones aged 3 and 5 walked along the kerb and my neighbour shouted from her bedroom window do not allow them to walk along there my reply was they are walking in the kerb not your stones, her reply was I don’t want them walking along there. I am contacting you to ask if that Particular Piece of land is hers or belongs to the public highways ? This is the only way to keep these children safe as we do not have a footpath there. Your advice would be appropriated please.
