Traffic lights but no roadworks

There have been traffic lights with a long contraflow on this road for days with no apparent activity - not sure why the traffic light are here.

Paint has been spilt on the road by the food recycling lorry. It must have been this lorry as there is a trail all up the street and around the corner where it goes and it’s appeared on the road this morning after the lorry has been. Can this been cleaner up please? It’s bright light blue!
