Water continually pouring across the road

For a good year or so, water has been pouring across the road on Steventon Hill. The general consensus is that it's spring water. This problem has been raised with yourselves and Thames Water but no-one is prepared to take responsibility for rectifying the issue. It's now obvious that the water is not going to stop flowing of it's own free will and will need intervention from a responsible body. One comment would be that this problem got significantly worse after the large HV cable was installed in your road running from Steventon Sub Station to Milton Park New Supply. An underground water course could possibly have been blocked or disrupted? Are we to expect this area of road to freeze over during the cold upcoming winter months and cause accidents or is action going to taken to sort it out? The road surface is already very slippy with the accumulation of 'slime', not to mention the erosion of the road surface itself. Please do the responsible thing as an authority and get it fixed. This problem has got significantly worse this week after the rain last weekend. The water is now also entering through a wall into the front garden of Hillside Cottage, and onto the road from the driveway. There is an even larger amount of water now pouring down the road than there was even last week. This needs to be sorted as a matter of urgency. There have been reports made on this site by local residents for nearly a year now. I believe it has been established that it is not water from the mains, so not the responsibility of Thames Water. It appears that OCC/Highways needs to action the diversion of this water to the drainage system to prevent further damage and possible accidents in the event of the water freezing later on in the winter.
