Recurring flood from blocked drain never addressed

I have reported flooding outside my house 15 Church Green, Witney in 2017 and in 2019. Someone else reported it 7 days ago. The cause is a blocked drain, shown clearly in my photos, which has still never been cleared! I have a cellar and reported that the water could enter my sub-floor and cellar if the drain was not cleared and that I have informed my insurers. Nothing was done as the water had receded by the time someone came to check. The drain remained blocked. This weekend the flood water rose and water entered my cellar causing considerable damage which is under insurance assessment. The water outside has once more receded but the drain remains blocked. Please clear this drain.

Can you please tell me where I should apply for compensation for the flood damage in my home. This has resulted from failure to respond to requests for drain clearance because of local flooding in 2017, 2019 and this year. No corrective measures have ever been taken. I warned of the likelihood of flood damage in 2017 and 2019 and in both instances stated my insurers were notified. In 2017 there was no response. In 2019 the response was to arrive days after the water had subsided and declare no action required - without examining or clearing the obvious completely blocked drain. My insurance premiums will now escalate and I would like recompense!
