Ditch needed to release flooded road

The Elsfield road from Marston, near the Woodeaton turn is flooded (the worse anyone has seen in over 20 years). Could the council please cut a gulley through the verge to allow the water to run off the road and into the drainage ditches that feed the Bayswater Brook? It is notable that the Woodeaton Road is flooded near Sescut Farm due to the Bayswater Brook being blocked or at full capacity. Thank you.
