Lack of traffic signs.

Sent to Oxfordshire County Council less than a minute later
Now that Evans Way is complete, unlike on your map, it is being used as a rat run from one side of town to the other. There is a children's playing field along Evans way, and children cross the road to use it, with traffic going past exceeding the speed limit. When is OCC adopting this road, and when will 20MPH speed signs and speed humps be installed?

Bellway Homes have offered Evans Way for adoption. Although the plans have been agreed, the legal agreement is still in draft form and not signed, therefore it is currently not adopted as highway and the Section 38 Legal Agreement still needs to be completed. Once the agreement has been signed, the Developer and OCC will need to progress the development to adoption stage, which follows a one year maintenance period.
There is no reference in the Planning Permission, or planning approved plans for the speed limit to be 20mph or for traffic calming to be installed.
The Section 38 plans we received would have been based on what was set out through the Planning Permission. As the road is still in the control of the Developer, any works required would need to be undertaken by them. I would suggest contacting the Developer to raise your concerns and to find out if they are prepared to install 20mph signs. If they are, they would need to update the Section 38 drawings with ourselves.
I will send these emails onto the approving Engineer for this development to review and raise with the Developer. However, if it has not been required in the Planning or picked up in a Safety Audit as a recommendation, Road Agreements are not in a position to demand the Developer installs retrospective 20mph speed limit signs.
