Road surface has crumbled

This has been raised before going back to (at least) 2015 but please can some action be taken.
This section of road is shared with National Cycle Route 5, and also HGVs accessing the quarry. The nothern section before the quarry is crumbling, subsiding and rutted. It is also constantly covered in wet slurry from the quarry traffic which makes the surface slippery and coats bikes, panniers, shoes etc in yellow mud.
I have spoken to H Tuckwell, the quarry owners, who have said they have offered to pay for resurfacing of the road as it would benefit their vehicles but this has been refused.
Please can you let me know
A) Why this offer was refused. b) What alternative plans the council have. c) What enforcement is being taken regarding S148, S149 and S161 of the Highways Act to prevent mud being deposited here in the interim,
As a reminder, this is the main cycle link between Didcot to Abingon and Oxford. Hopefully the council will be mindful of that versus the handful of lorries that also use the route.

Still terrible, after the many £s that have been spent this year on the cycle route, how can it be acceptable to have this poor excuse for a roadway in between?

The road access to the quarry between the two newly resurfaced parts of the Sustrans Route 5/ Hanson Way is a disgrace and a danger to cycle along. Huge potholes leaving only a narrow width of safe road to pass along. Anyone needing to pass at this point is at huge risk of falling off their bike. The permanently muddy state of the road section is appalling and my bike needs a clean after every journey along there.
