The COVID response lane closure is unsafe whilst 2-way traffic is allowed - road exit from Church Green does not align with roundabout
Reported in the Highway Schemes category anonymously at 22:32, Thu 24 September 2020
Sent to Oxfordshire County Council less than a minute later
Drivers and cyclists are exiting Church Green in a dangerous road position for the roundabout because the other lane is closed for outdoor seating. The lane that is open does not line up with the roundabout. Those turning right on to Langdale do not use the roundabout at all ( email me for a video clip). Meanwhile, drivers are turning into Church Green from the other roundabout approaches and frequently, their eyes are not on the road they are entering, so they are surprised by traffic approaching or waiting to exit. That lane has not customarily been used as an exit from Church Green. The lane closed for outdoor seating was conventionally used by nearly all road users. A one-way system, with entry to Church Green from the roundabout and exit at Wetherspoons, would be a short-term solution, to reduce the risk of collision.

Skanska signs were placed at this junction on Tuesday afternoon. I chatted to a WODC warden who was watching and taking pics of the traffic. The signs are No Entry INTO Church Green by the Angel - but that's not the logical way round in these circumstances. It's safer to turn IN than to try to exit because the position of the roundabout is not compatible with exiting on that side of the fork. I have seen cars ignoring the No Entry in the mornings to get drop off school children.

No entry signs too far apart. I'd suggest moving back to how they were first time for any success

I agree with the comment added after the December reinstatement of the seating at the Angel. I still think the one-way system is in the wrong direction because the main risk is exiting to a right turn by the Angel at the Buttercross in a position that is not actually on the roundabout. It's unpredictable for motorists and road users approaching the roundabout from other exits and all the motorists and bikes I have seen turning right there just cut out the roundabout completely. Coupled with motorists frequently nipping INTO that junction, despite the No Entry sign, it feels very dangerous. As a cyclist who exits the Henry Box side of Church Green every day, I have been avoiding the roundabout, cutting across Church Green on the path next to where Church Green Cafe was, to use the right turn to Langdale Gate from the Wetherspoons turning. On Friday, a van was parked across the entrance to that path and continuous parking meant that I couldn't access it from the road. You can't enter Church Green from The Leys. So outside the Angel should be the WAY IN to Church Green, with NO ENTRY towards the Angel/High St outside the church, perhaps at the Bishop's Palace corner, as long as the outdoor seating licence is in place.
