Rainwater filling up ditch with debris due to slump in pavement

Every time we get heavy rain, the ditch outside our house (presumably for water overspill) fills up with everything the rain has picked up on its way down the hill. It is all collecting in the ditch and on the pavement, and has almost filled it up, making it useless. This seems to he happening because the pavement seems to have slumped at that point, as has the road. It is right next to a manhole. Its been happening since March.
