Encroachment of hedges / vegetation onto footpath

Sent to Oxfordshire County Council less than a minute later

The hedges, mostly private ownership I would think, have encroached the footpath between Chiltern Approach and North Street making it very difficult to pass people. This has been a problem for some time as the grass verge has been warn away. The cyclists are adding to this problem as they DO NOT give way to anyone. Making the use of the footpaths both problematic and a risk to health because of the cyclists.
