Cycle track inexplicably coned off for no purpose

The contractors for the Kennington A423 Rail bridge works have inexplicably blocked the cycle track on the Kennington slip road for no reason. The cycle track across the actual rail bridge is open (but you might like to ask them to remove the cycle dismount signs (use cycle slow/giveway to predestrians in stead?, as per County policy). See desire line (green) vs available options (blue) on the annotated photo. The cones (linked togeter to for a barrier) prevent normal use of the cycle track, and require a choice of crossing the road onto the footway (not a cycle track) that then requires re-crossing the road back again. Or, going onto the wrong side of the road against the oncoming traffic (only the up hill side of the slip road is in use). Until yesterday one could use the cycle track normally. I had a conversation with a contractor who said he would mention it this morning, but wasn't really able to offer much insight into it (to be fair, he was a "bridge" man, traffic wasn't his area). Please ensure some sanity it returned to this mad coning off. The down hill slip road and cycle track are not used by the contractors for their work or parking. If I have a chance, I might be able to go and check later today.
