Cycle accident caused by lack of road marking

Westbound Botley Rd entering segregated cycle lane over bridge outside St.Frideswide's Church (Ferry Hinksey Road traffic lights). 90-year-old cyclist unfamiliar with Oxford's roads, eyesight OK but not great, cycling into low evening sun, failed to detect that there's a cycle lane peeling off left with a rising kerb between cycle lane and main carriageway. (This rising kerb is well *inside* the white cycle lane marking). He rode up the kerb and then inevitably lost control and came off. Fortunately he rolled left on to the pavement but could easily have been thrown the other way into heavy traffic - could easily have been a fatality.
Hopefully this whole section will soon be being rebuilt as part of the Botley Road refurbishment, but in the meantime, with winter coming on, this rising kerb needs to be clearly marked with white - preferably reflective - paint, and the white cycle lane line marking moved towards the pavement kerb so that this rising kerb is not within the marked cycle lane.
The problem is almost certainly the same on the eastbound side of the bridge.
