Blocked surface water drain on boundary of several properties on Broughton Road

During a period of heavy rain the garden paths of several properties on Broughton Road flooded. On investigation, it was found that the surface water drain, adjacent to the boundary of these properties, is blocked. This drain seems to service several properties and takes water from the public pavement. Thames Water advice was to contact Oxfordshire County Council.
