Almshouse storm drain on North Side
Reported in the Blocked Drain / Gully category anonymously at 21:43, Thu 3 September 2020
Sent to Oxfordshire County Council less than a minute later
Previous posting: Almshouse storm drain currently discharges into the grounds of a private property
Oxford City Council reply on 3 Sept 2020: "This report has been closed. However this has been logged for an urgent jetting/clearing and will be attended to as soon as possible. regards. State changed to: Investigation complete"
In response to OCC posting on 3 Sept: Thank you for your response. However, there is no blockage to clear (confirmed with rods) and jetting/clearing will not address the issue. The issue is that after about 5 meters the storm drain discharges INTO THE TOP SOIL - REMARKABLY THERE IS NO SEWER beyond this point. That is why Cedar Lodge is being flooded. I suggest a phone discussion on this topic.

A good team of Oxfordshire County Council drainage workers visited Steeple Aston to inspect / clean this storm drain on 4 September. They observed that this drain discharges in a southerly direction, under the wall of Cedar Lodge (where they marked an orange spot on the wall) and then comes to an end 5m further on where an old stone culvert discharges directly into the top soil. There appears to be no continuation of the drain. This is the cause of the repetitive flooding of Cedar Lodge driveway and house. On 4 Sept, this team made calls while on site to OCC drainage team managers to inform them of this issue and initiate corrective works. Please can you provide an update on when these works will take place?

Please see photos of flooding from the drain on North Side, Steeple Aston. The roadside storm drain has no drain pipe and so floods straight into the drive of Cedar Lodge, North side, flooding the house and creating continuous damp within the house. We notified Fix My Street about this in September, when a team came out and agreed that action needed to be taken to install a new drain pipe to the sewer. Nothing happened. We then contacted the Highways dept again in December when there was substantial flooding. We were told that it would be 'escalated' to the Highways department and they would get back to us. Still nothing has happened, but our house continues to be damaged. I have a video of the flooding which I am unable to upload but can send separately.

This report is not the responsibility of Oxfordshire County Council . We have investigated drainage outside Cedar Lodge. CCTV survey shows pipe runs towards property and past the boundary changes to box stone culvert.
We managed to survey about 5m downstream and there were no defects to that point. Unfortunately this is land owner issue.State changed to: Investigation complete
