Numerous street lights not working

Is there a reason why so many street lamps are not working? I live in Brinkburn Grove OX163WX and the footpaths between there and Delapre Drive OX163WS (through the wooded area and parallel to the main road coming into those estates) are getting unsafe to walk early morning/nights. The paths are very undulating in places and there are often some unsavoury going ons in the wooded area and it’s quite frankly making me very nervous about walking those footpaths in the dark! The same applies to the paths/lighting that loops around from Delapre Drive towards the shops in Burchester Place.
