Flooding of Brown Gables Driveway and adjacent area

Driveway off Brown Gables and adjacent area is flooding due to surface water run off. There are two gullies near by. One further up the road and one outside the house and linked to a soak away ditch. (We don't think the two gullies are linked) The gully outside the house and ditch become overwhelmed and subsequently water pools to a depth and becomes higher than than the driveway entrance and runs into the driveway and to the house.Problem has existed for a few years and has been becoming worse in recent months. The water flows down the street over the one blocked gully and pools outside the house. Approximately 4 wks ago the gully outside the house was "tagged" with a white line (see photo) and subsequently cleaned 1wk later but not the gully on the opposite side of road (approx 20mtrs up the road to the left of our house looking out the drive near the 30mph road mark). That gully is blocked still and although flagged in the initial visit , and discussed at the time, and was agreed to be cleaned wasn't tagged. The team who subsequently cleaned the gully near the house said that although the other obviously needing cleaning, it couldn't be cleaned as not on their job card. It doesn't appear that the gully that is still blocked is connected to the smaller one but that one would intercept a lot of the surface run off. Also the ditch into which the gully outside of our house discharges into appears insufficient and needs cleaning but I dont know who owns the land and is responsible for that. Please can this be rectified and the gully cleaned and guidance about the ditch provided.
