Hedge obstructing view of road & oncoming traffic

The hedge around the boundary of "Hilltop field", which is bounded by South Stoke Road and Behoes Lane, needs cutting back the whole way around. There are large areas where the hedge is so far out, it blocks your view of oncoming traffic, pedestrians and cyclist. It is a very narrow road, barely two car widths and single width along most, with no pavements and it is an accident waiting to happen. The owner of this field lives at Redlands on South Stoke Road. I have attached a photo of just one example where the hedge reduces the visibility splay on a bend in the road.
