Dangerous ruts running over the entire carriageway

Sent to Oxfordshire County Council less than a minute later
Several deep ruts across the entire carriageway caused by collapsed road works.
This has been here for years (see google streetview and my previous report).
I reported this problem several weeks ago to be told that it did not meet the criteria for repair. Whoever dismissed my report has clearly never cycled across these ruts! They're incredibly dangerous. Cycling down this road you have two options, cycle in the centre of the lane where it is smoother (I attempted this to be met with a speeding car who told me to move out of the way using foul language) or hug the curb and face the deepest of ruts. If you are unaware of their presence, you either have to run straight into them (causing damage to your bike or potentially throwing you off) or swerve around them.
Is this really acceptable in the "cycling city" of Oxford?
