Temporary traffic sign in verge on right hand side of Crawley Road as you drive out of Witney

Traffic sign as been there for at least a month, probably a lot longer. It's in the verge on the right hand side of Crawley Road as you drive out of Witney - about 200 yards past the turning for the lane to New Mill and just before a turning on the right to a property.
