Road completely flooded by chalk run off

This is the picture of the flash flood directly to the front of my property on 25/07/20 at 1600 .As you can see the water is quite white and was heavily polluted by chalk waste extracted at THE PIGGERY , GRAVEL HILL .The drain below this picture was completely blocked and it took several hours to unblock .However it has now left a thick skin of mud/chalk waste across the road which is a danger to both vehicles and pedestrians. My concerns are compounded by the fact that a previous planning application on the site of THE PIGGERY made a specific condition in the remediation report that the chalk on site was contaminated by PAH and Lead and would require specialist disposal .The report no is P19/S4520/DIS and the owner has already dug out approx 2 metres of chalk [see photo 2 ] the bulk of which has already been washed from site instead of being professional removed as per the recommendations in the remediation report .
