Advice on replacement driveway and bordering pathway

My existing block pave driveway is in need in a poor state and I plan to replace it with a new block pave driveway. In between that and the road there is a section of tarmac owned by the council which I drive over (see attached image). This is unsightly having been dug up for cable several years ago. As it contains services (cable and water meter to my knowledge) I guess this cant be block paved ? If not, can the existing tarmac be replaced with new tarmac, including squaring off the approach to meet the block paving ? I am keen to improve the appearance of my frontage without contravening any rules. Please advise.

I have received a quote to renew my block paved driveway. Awaiting your advice on what I can do we the highway owned tarmac section. My preference is to block pave but as is this is probably not allowed can I replace to old tarmac and collapsed edging (trip hazard) with new. My block paving contractor to dig out and use your approved company to lay new top surface. I am willing to help with costs. Please advise.
