Overgrown hedge blocking pavement and totally engulfing lamppost

Saw this garden hedge overgrown into pavement when visiting Henley at the weekend. It is preventing wheelchairs and pushchairs being able to use pavement. It is so overgrown it has engulfed street lighting and lamppost. Most local authorities have by-laws prohibiting garden hedges being more than about a foot from property boundaries. Is this not the case in South Oxfordshire?

Thank you for your report. We will be ISSUING the owner of the property a vegetation letter requesting cutback .Whilst on site I measured the clearance of remaining FOOTWAY which was 1000mm
