Overgrown Ornamental Cherry Tree Encroaching on Properties

An ornamental cherry tree has grown to large proportions and is now encroaching on the property that I live in. It is also doing the same to a neighbour's property. It has grown substantially in the 2 years I have lived in the property and will soon be coming through open windows and into the eaves.

LOCATION: From the Co-Op car park, into Lincoln Place, it's the first large tree one's the left-hand side, at the entrance to the first rear parking area.
