Stream Structure blocks verge and is Falling Apart

I think the person investigating didn’t look in the right place this week, they noted “the yellow road closure sign” but that is 150m away from the problem reported. I have circled in yellow the brick structure at the exit of the stream culvert that blocks the verge from pedestrian use.
This brick structure has been falling apart since it was hit by a car decades ago. We need it capped off and replaced or it needs to be stabilized and a timber bridge added across so we don’t have to contend with traffic like the blue lorry in the photo.

Thank you for inspecting the structure. If its stable we will proceed to add some dirt fill on the east side of it and start the Small Traffic Scheme process in September.
