Removal of and tarmacing over of council verges

Sent to Oxfordshire County Council less than a minute later

Over the last couple of years there has been a systematic removal and tarmacing over of the council verges adjacent to the front of 17 and 19 High Street, Cuddesdon, please refer to Google Street View for sequence of events and attached photo of present situation. The Parish Council has seemingly done nothing about this, so I would like to know if this is acceptable, as there are large areas of council verge which I would like to tarmac over for my own use across Oxfordshire, this precedent having been set. Thanks in advance.
