People parking in turning bay - residents and staff from doctors surgery

A2Dominion own the properties here and the land however the rights over the road are managed by OCC. Residents and doctors surgery staff continue to park in the area therefore can double yellow lines & fining be introduced here to stop this?

Thank you for your report. The installation of formal waiting restrictions (yellow lines) requires the implementation of a ‘Traffic Regulation Order’, this involves a long and expensive legal process including public consultation, I regret that Oxfordshire County Council do not currently have the available funding for such a scheme.
We would suggest that an initial approach is made to your Parish Council so that due consideration can be given towards its priority within the local area and so that the proposal can be endorsed and promoted locally. Parish Councils are also well placed to secure the necessary financial cost to such a scheme.
It should be noted that if vehicles are parked in such a manner as to cause an obstruction of the highway they are committing an offence under Section 22 of the Road Traffic Act 1988 and can therefore be moved by Thames Valley Police although, from experience, matters of regular parking by the same vehicles can often be overcome with local understanding with the properties concerned.
