Road worker vehicle parked dangerously

The tarmac laying vehicle has been parked on West Way on double yellow lines without sufficient hazard warning signs to alerts vehicles. I’m sure legally there should be flashing lights and signs and I’m not sure why it has been left on the main road. Sunday 7:15pm
