Hedge badly overgrown, and street light out, pitch black at night,

Sent to Oxfordshire County Council less than a minute later
Cycling home after finishing my shift at midnight, I was cycling up the pathway between sports centre and the bicester school, it was pitch black due to street light broken and trees/hedges severely overgrown, as I rode past what I thought was a large sack of rubbish turned out to be a male who had collapsed.. if he hadn’t of groaned I’d have never properly seen him, police were called and thankfully male was ok, but being a lone female this actually terrified me, and could have had serious implications for him if I hadn’t of heard him due to not being able to see him and due to how dark etc the area currently is. This also poses a serious safety risk to people walking etc there in the evening
