Concrete road barrier by 50mph road - fatality risk

These 2 separate concrete road barriers are by a 50mph road on pavement by dropped curb near a round about. These need to be removed please. They are incorrectly placed and poss a real risk to life if a car should hit one. Been there about 3 months. It was setup during a lower speed time, and we are now (April 2020) in a low traffic volume time, soon it will be busier. I do not believe the current positions of these concrete barriers is according to highway guidlines. Adjacent to A4130 road & Mersey Way round about (recently renewed roundabout). Sorry I do not know which category to pick, road or pavement. nearest house approx OX11 7RS

The developer has informed us that the concrete barriers have now been replaced with a more suitable solution. The new barriers will be removed once the signalised pedestrian crossing has been implemented.
