Lowered kerb flooding

Every time it rains these two vehicle entrances become quite large pools. Various people using the pathway have received impromptu showers, caused by passing lorries and cars. Also my closeboard fencing o/s no 12 (recently installed at a cost of some £2000) is continually receiving a dirt ingrained wash. This will Rot the fence prematurely. Please deal ASAP. This pathway is used a lot by people taking children to school and they have to play a game of dodge the splodge- just to get past.

The Te surfacing at the top of Thame road Chinnor, has left the drains at the high points of the road, consequently the kerbs between the drains now flood and leave large puddles. These are then driven through be large vehicles and drench any passers by and my new closeboard fencing. This will cause premature rotting of the wood. Who do I claim from?
