Roadside ditch full of water outside school

The ditch on the west side of Rutten Lane outside William Fletcher School was cleared by a mechanical digger earlier this year but in the process the culvert under the next driveway was blocked, so water doesn't flow properly and the ditch is now full of water, up to three feet deep. This ditch runs alongside the road between the pavement and the school fence; there are children everywhere and it only needs one to be running about and slip for there to be a serious incident. The water is running freely along the rest of the ditch, and this local obstruction needs to be cleared.
