Temporary traffic signals

Please explain why the current traffic lights cause traffic chaos and delays every morning rush hour, when everyone has a tight deadline. The function appears to be for parking contractors’ vehicles on the highway. There is no delay when I pass at 14:30 and no contractors present either. Are there no constraints or guidance on their operations?
