Turn left only lane does not have right of way

Cars turning left on to Rectory road from St Clements street are met with a left-turn-only lane (and frequently treat this as having right of way). Pedestrians crossing Rectory road at this junction (walking west along St Clements) (and cyclists intending to continue straight on past this junction) cannot see back down the road and are therefore vulnerable on this corner. Twice in the last week I have witnessed and been involved in near incidents of being run over by cars at this junction. I am therefore concerned that sooner or later someone will get hurt. Some kind of signage or road marking for a stop sign might save lives/injury.

Thank you for your report. However, Highway Authorities and their Agents are legally oblidged to follow Traffic signs regulations set down by the Department for Transport. These regulations set out which signs may be installed on the Public Highway. These affect the design, circumstance, exact wording and how the latter can be varied.
Sadly there is no sign like the one requested that can be legally used on the Public Highway. However drivers should give way to pedestrians when turning left (see Highway Code Rule 170).
Sadly neither Oxfordshire County Council nor its Agent ODS has power to enforce this so any further occurances should be reported to Thames Valley Police.
