Uneven tarmac broken up, trip hazard

Near Pennypiece near to Mill Road/ Cleeve Road and on the only footpath on this side a digger or tractor has driven on the footpath breaking up the path and clear tyre marks where a grass verge was .Although no grass now : its very muddy and one has to walk on the road .Also mobility scooter /pram unable to use path while it is like this .,

I see that as of yesterday this remains the same and no area marked out to be mended .?Bare in mind my husband on mobility scooter and mothers with prams use this path.
