Damaged verges both sides of the roads from the A417 into Ardington Village

Both sides of the grass verges have been chewed up by inconsiderate idiots who treat the verges as pull over points for their vehicles so they can eat their McDonald Happy Meals, Pizzas, etc.
There isn't a footpath between Ardington and the A417 main road. Due to there also being no bus service through the village anymore, villagers have to walk to the A417 main road to catch a bus.
This road leading out of Ardington to the A417 is an absolute disgrace. Not only is the road full of potholes, it is also a filthy mudbath where vehicles drag the mud from the verges onto the road when they drive back onto the road after parking on the verges of the road, which people then have to walk through!!
I am getting fed up having to clean my shoes when I get to work in the morning. I guess the bus driver is none too thrilled either at passengers getting onto his bus with muddy shoes either, nor other passengers who have to get on and off the bus who end up getting it on their shoes too. Not to mention it also being a slip hazard.
Is it possible to either lay a footpath, or try and prevent these inconsiderate motorists from parking on the edges of the road?
Oh, and there is also the issue of rubbish left behind after these motorists have had their takeaway meals.

Nearly 4 months on, and still sweet FA has been done. Potholes are getting worse and worse.
