Signs have appeared on the lampost

I don't recall anyone seeking permission to put these signs up. I contacted the Parish Council who contacted OCC only to be told that I need to report it via Fix My Street. My understanding regarding signs on lamposts is that if they are to be up for longer than 30 days then they need planning permission. Can you please advise accordingly as to whether this is the case and indeed if planning permission has ever been sought or given. I believe they went up on or about 6th Feb 2020
