Hole in bridge on a bridleway

This bridge is on a bridleway that crosses a small stream. It has a non slip surface applied to it - a bit like stiff roofing felt. When you step on it coming from the north about 40cm in the timber underneath has obviously become rotten. As an ex-horserider myself if a pony or horse was to step on this they could put their hoof and leg through. This could cause a nasty fall for both horse and rider and might cause serious injury to the horse.
