Blocked surface water drain flooding garden

Please can you clean out the soil and silt from the surface water drain that drains in our garden and is blowing the lid off and flooding our garden in heavy rain. Its outside Meadow Shaw, Whitehall Lane, Checkendon, RG8 0TN. The surface water drain from the road empties into our garden. We have 2 man holes, one at the bottom and one half way up the garden. The drain has not been cleaned for several years resulting in silting up. Usually in heavy rain the lid is blown off the bottom of the drain and floods the bottom of the garden, which is less of a bother. As the drain is now full of soil, silt and rubbish, it is blowing the lid higher up the garden and going under the shed and flooding here. The drains either side of ours are blocked, one by builders concrete and the other is broken (you had a survey done several years ago and it has never been fixed.) Please can you send the cleaning machine out to empty our drain and prevent more flooding.
