Traffic blocking pedestrian crossing DANGEROUS fir BLIND people

Very dangerous to use the pedestrian crossing on Marsh Lane/Cherwell Drive junction FOR BLIND people as traffic blocked crossing, trying to pull forward when the lights change. My Dad is blind and uses the rotating cone underneath the press button so assumes it’s safe, and clear to cross. This is and we end up blocking the road to oncoming traffic. We also cannot pull out the car park on to Marsh Lane as it is constantly blocked by cars waiting at the red light. High risk of an accident for ourselves and for other people.
