Motorists do not have a warning of children crossing

There is a temporary crossing for school children across the busy A40. There are no signs warning motorists. Surely this is a legal requirement?

There are new signs indicating a 30 mph speed limit where it was formerly 40. There are warning signs for the new crossing and the signal heads are visible from a considerable distance in advance.
