Road Gully Totally Blocked to Depth of 1+ metres

I dug muck out of this gully to a depth of about 1 metre. In looking for the invert of the outlet pipe I found something approx 500mm from the cover level on the south side. My spade (1.1m length) did not reach the base of the manhole and it was too deep to clear all the muck and my drainage rods could not access the pipe at that depth. It is clear that this total blockage of this gully causes some/most of the severe flooding of Main Street in this location. It is also clear that the gully has not been cleared by Highway Maintenance for a very long time allowing the build-up of muck to virtually the level of the grating. Please clear the gully and drainage run as a matter of priority.
